
Anne C. Richard
Anne C. Richard joined Freedom House as a Distinguished Fellow in 2021, where she helped launch the Afghanistan Human Rights Coordination Mechanism before stepping down in 2024. Previously, she served as Assistant Secretary of State for Population, Refugees, and Migration during the Obama Administration. Earlier in her career, she held senior positions at the U.S. Department of State, the Peace Corps, the Office of Management and Budget, and the International Rescue Committee.
Anne is a graduate of Georgetown University’s School of Foreign Service and holds a master’s degree in Public Policy from the University of Chicago. She has taught and lectured at institutions including Georgetown University, the University of Virginia, Hamilton College, and the University of Pennsylvania. She currently serves on several advisory boards focused on refugee and migration issues and is a Senior Advisor to #AfghanEvac.
